Some friends and I are considering Expression Engine (personal edition) to use as our website CMS.  We are hoping to have a development environment at home (no public access) for content testing, upgrade testing, etc. so we don’t affect the live site.

Is it possible to install Expression on our live Internet site and install a copy at home on LAMP desktop for testing using one license?

As far as I know, that is perfectly allowed.  In fact, the majority of people do it, I think.  Of course, you cannot have that local copy accessible to anyone other than your developers, as you note.

But I’m sure the EE gurus will chip in if I’m wrong.

Yes, that is fine. Only publicly available, “live” sites count against your licenses.
