I want my non-admin users to post to their own weblog on my site but I don’t want to give them access to the admin (not even to just that part of the admin). Is there a template script available for a publish/edit page (nearly as sophisticated as the one on the admin) that I can add to my main site without having to give users access to the admin?

No, however, this is easy to setup, and a third party developer, Solspace, has a donationware plugin called Form Helper that should get you going in no time.
