I have had no problem customizing the search results page, but if there is an error generated (i.e. no results found for the search terms entered), the resulting page is completely blank and seems to be using a template not found in the library of Search templates.
How can I customize that page so it looks like the others on my site?

I’m also noticing that the results page after submitting a form has the same look as the search error page. Are they all controlled from the same place?

I think you are looking for the User Message template in Admin -> Specialty Templates.
