Is it possible to allow users to upload to the photo gallery without having access to the entire modules section of the control panel?

Not with EE at this time, however you head over to solspace.com - he has something called Gallery Extended which would give you a front-end upload to the gallery. =)

Its an option per user, but they can pull the gallery module to the Tabs portion of the control panel so its listed next to Publih, edit, etc.  Still have to have the modules section enabled to use it, but at least its right there in front of them instead of having to dig.  I did that on my wife’s account to make it easier for her to find.

This is going to be used by 200+ people as our intranet site and I’d prefer not to give them all control panel access if I can avoid it.

I ended up making a form that just calls the insert_new_entry() function in the Gallery_CP class.
