I have the most recent update and the multi site manager installed. The formatting toolbar is not displayed on the Publish page despite my selection of the option in the admin panel.
This is an archived forum and the content is probably no longer relevant, but is provided here for posterity.

Is “Display Formatting Buttons” set to “Yes” in the weblog’s Publish Page Customization settings in the Weblog Preferences for the weblog you are publishing to? And are you running any extensions on your site?

Sorry for failing to answer that question. Is there an easy way to check in the admin panel for this? I am a bit of a noob on this.

Yep, no problem. Just navigate to Admin > Utilities > Extensions Manager

Yep, no problem. Just navigate to Admin > Utilities > Extensions Manager
Tag Submit only

Ok, first go to the SQL Manager (Admin > Utilities > SQL Manager) And browse the ‘exp_weblogs’ table. Look at the ‘show_button_cluster’ column. What values is it showing? I don’t recall off the top of my head what hooks the Tag Submit extension is using, so if you see ‘y’ as the value for those columns, try disabling the extension.

I have the exact same problem.
ExpressionEngine 1.6.0
Build: 20070621
Just installed MSM. Buttons aren’t appearing in the new/second site. No issues on the original/first site.
show_button_cluster is set to yes in the database.
No extensions are installed.
EDIT: For what it’s worth, the publish page loads fine but when I select a text area field, I get the following JS error:
Error: setFieldName is not defined

For the sites where the HTML buttons are not showing up, please go to Admin › Weblog Administration › Default HTML Buttons. Do you have any HTML buttons defined for that site? If there are none defined, none will be displayed. I believe that is where your Javascript error is coming in, IMDadmin, as the Javascript is being added to the textareas, but since you have no HTML buttons defined, the Javascript functions are not being output along with the HTML buttons to handle the onclick event.

Sorry - I accidentally posted that from my work account (IMDAdmin).
That was it Derek. Thanks!
There were no buttons defined. I added a single tag and now the buttons appear.
You may want to consider having the default set of buttons (b, i, u, bq and strike) copied into the new sites by default.

Possibly they should be copied from the site being used at the time a new site is created, so I will consider it.

The above fix worked for me. Thank you.
Just an FYI for anyone who discovered this thread and wants to find some common html formatting, I did locate this thread for help: http://ellislab.com/forums/viewthread/31061/
