I want to add a customized HTML editor to <textarea> Body Field for New Blog Entry, and
when edit Blog Entry. But where is these two templates? Thanks very much.

There is no template. The entry form is generated dynamically.
The bad way would be hacking it into cp.publish.php. The function you are looking for is new_entry_form ().
The good way is using an extension.
http://expressionengine.com/wiki/Category:Extensions::WYSIWYG/ could be good starting point in finding out how it is done.
