I have a member signup form using freeform on my site that is using Multisite Manager.
Member preferences are set to “Manual activation by admin” however when a member signs up, they are already activated.
When I sign up a new member through the CP, they are also activated by default.
I’ve set “Manual activation by admin” on both sites.

The problem was with freemember. I had the member id parameter set to the default member group. Once I removed this, it stopped automatically activating new members.
