I’ve just updated from 2.1 to 2.9 and when I try to edit or create fields I click submit and get this:
Method Not Implemented
GET to /system/index.php not supported.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Seems like it was a mod_security rule that was preventing access. The hosting company whitelisted the rule and seems to be ok now.

This can be caused by corrupt or blocked cookies.
