I’m attempting to place an iFrame on this page: http://www.abcseamless.com/index.php/bisjobs

The iFrame points to an external site… but an internal 404 loads in there.

    <iframe width="100%" src=”http://abcseamless.luceosolutions.com/recruit/openings_listing.php” marginheight=20 marginwidth=20 scrolling=“no” frameborder=“0” allowTransparency=“true”></iframe>

I first placed the iframe in an EE Page and the same (internal) 404 appeared in the rendered iFrame. So, I moved the iFrame to a new Template [site/bis_jobs] and assigned my page to that template. The problem persists.

What the heck is going on here?

The smart quotes for your src value are mucking up things. I placed your code in a blank template and got the same result. Then I changed the smart quotes for regular ones, and the iframe renders the proper page just fine.
