SOLVED: Turns out it was the Better Workflow addon that was messing with everything, disabling it fixed it.

Im having a problem editing the Publish pages layout. I discovered that only Super Admins can show the toolbar and edit/hide/show the fields and tabs, which is fine normally.

However, Im using the Content Elements plugin, which for some bizzare reason wont work for the Super Admin user. Therefore, when I am logged in as Super Admin and attempt to insert a Content Elements field into the Publish layout, it doesnt work.

This means that the only member group that can edit Publish Layouts, cannot insert Content Element fields.

Is there a way to either:
    a. enable a plugin for Super Admin in a .php file or db entry somewhere?
    b. allow Super Admin to insert Content Elements fields and save layouts for other member groups?

a is preferable, as it seems to be a waste of time to have to log out as Super Admin and then log back in as another user just to see/edit Content Element fields.
