It’s under Tools > Logs > Developer Log and the documentation leaves me unclear:
This section of the Control Panel allows you to view log messages for developers set by ExpressionEngine or third-party developers.
Is it some amazing feature I’ve totally missed out on? 😉

As far as I’m aware this relatively new feature logs stuff that the site developers will find useful, eg out of date scripting (often prompting you to upgrade an addon), or things like deprecated EE tags which need to be updated in templates.

So it could be for site documentation? If so, is it just a text file on the server?

Not really documentation, think of it as a log of “system warnings” or things that need attention.
