I once used EE in an environment where 20+ users might be in the control panel all at the same time and it seemed to cause it to slow down. Is there any inherent limit to the number of control panel users and what steps would I need to do to mitigate this if I had another similar installation?

Thank you for your question!
The Control Panel is just like any other PHP application. Most of it’s performance depends on the underlying server. But, a good put of work happens in the browser as well.
With that, having a robust server and recent vintage browsers on recent hardware are the most common sense ways to improve performance scales well as members use the Control Panel.
