The “Send only to members who have chosen to accept email” check box in the communicate form is always unchecked. It should be checked by default, can anyone else confirm this?
Problem exists in both EE 2.4 and EE 2.5.

Thank you for posting your question here on the ExpressionEngine forums.
This is the intended behavior, but I totally understand where you are coming form. If you would like, you can make a Feature Request and make a case for making this checked by default.
In general the policy is to allow users to tick check boxes. We pretty much never tick check boxes, so we are consistent there. 😊
Instead of a checkbox, maybe this should be the default (only members who have opted in) and the text should read, “Check here to include ALL users” or similar. Just a thought.
