I assume to load custom javascript in the control panel you have to create a plugin? I thought maybe if I dropped in a file some place it would get loaded much like override.css does. I want to make some minor tweaks to the control panel using jQuery.

It really depends on what you want to do, but creating an Accessory that load JS and ‘surcharge’ the CP is a possibility.
