This question may be related to a resolved thread.
I am having the same problem as described above, but I cannot resolve it:
1. copied all files from old server to new server
2. backed up db, used sed to replace all old paths with new paths in .sql file
3. restored files and db
4. see blank page and cannot logon to ee_system

Hello brightsource,
I am sorry to hear you are running into this problem.
Did you check over your all your paths to make sure?
Do you see a blank page for both the site and the Control Panel?
Are you able to connect to the DB on the command line or with a PHP script?
Can you try enabling debugging using this method here?
What version of MySQL is installed on the server and what version of ExpressionEngine are you currently running?
Please let me know the answers to these questions and we can go from there.
