Update! When upgrading to ExpressionEngine 2.x, it changes a database to UTF-8. In some cases, the data is already stored as UTF-8, like some punctuation marks and other characters.
That data can become double-encoded in UTF-8 and it comes out as noise and corrupts the site preferences.

That is an interesting piece of information, Dan. But I do not know what to do with that information.
How can I tell if my database has been double-encoded?
NEVER MIND. Rolled it back for the umpteenth time, including brand new EE2.5.3 files and began anew. At last, it worked.
