I suspect language pack files…
Here’s a similar issue (albeit with a different symptom)

During the upgrade, you should replace the language files with the new ones - while ensuring you preserve any third-party language files you may have installed.

Wow! It works!
I replaced the “language” folder in the “expressionengine” folder with the new one (2.4.1) and now it’s all ok.
Maybe I did not replaced that folder during upgrade..
