How do I remove the Date and Categories Tab in the “Publish” and “Edit” section for a specific member group?

How do I remove the Date and Categories Tab in the “Publish” and “Edit” section for a specific member group?

You can update the publish form by clicking the “show toolbar” link in the upper right when you edit or create an entry in the control panel.
You can drag and drop form elements around, resize them, rearrange tabs, and so on.
You can delete tabs by clicking the trash can icon next to them in the “Tabs” area of the toolbar.
Once you’re done making changes, check the box next to the member group(s) you wish to make the changes to, and click “save layout.”

I can only select the “Super Admins” group. Even when I login as members of other groups, the “show toolbar” option is not present.
