We are running Expression Engine 2.3.1 with Multi-Site Manager.

We recently set up new user groups with permissions for different sites. The original site works fine, the two added sites produce an error/blank screen when attempting to create a new channel under all user groups other than Super Admin. Their permissions ARE set to allow them to create new channels. 

We get the following page results in a blank screen (no data returned from server) when permissions are enabled:

admin.php?S=26fb666900bda425154f6bd3c024d3ac3222a117&D=cp&C=admin_content&M=channel_management

When permissions are explicitly disabled, the screen returns:

“An Error Was Encountered
You are not authorized to access this page”

So clearly the permissions are working. It is just that for a given user (not super administrator), it is not able to display the Add New Channel page for some reason.

Any help would be appreciated.
