Yes- it is indeed the JS. I tested with comment edit js tags as well. While I get it incrementing x3, it’s still undesirable behavior. Unfortunately, I don’t have a quick and easy fix for it.
What I’ve done is add it to the bug tracker: https://support.ellislab.com/bugs/detail/17385 and for now, perhaps bumping up the throttle trigger number in situations where you are using comment editing or safe cracker should prevent false positives.
