I was having this exact same issue and came across this post http://ellislab.com/forums/viewthread/176442/ which came up with a solution.
“In the control panel, go to: Admin / Security and Privacy / Security and Sessions
Then try setting the “Apply XSS Filtering to uploaded files?” value to “No”.”
It worked for me.

I just ran into the same problem with another website we were building and remembered the setting (for some reason the light bulb went off on that project, to tweak that setting). Sure enough, it was still set to “On” for this website as well.
