I recently created a module to use with a site that I am developing, and I created a top-level tab by clicking “+ADD” at the top of the control panel. But I wanted to link the various parts of the module (used as an admin) via a dropdown menu similar to the ones that appear on other top level tabs. I looked through the documentation, but couldn’t find a way to add a menu to a custom tab. Is there a way to do that?

You can do this with an extension. I do not think that it is documented, but the hook is ‘cp_menu_array’.  Take a look at the /system/expressionengine/libraries/Menu.php file around line 281.
