Ok, thank you for checking on that for us. It seems as though it’s being overridden somewhere then. I’m afraid I have to ask you to sleuth in a couple of other places to make sure. First, look in admin.php and make sure that $assign_to_config[‘cp_url’] is commented out (you aren’t running MSM? Correct?) Then look in /system/expressionengine/config/config.php and look for the value of $config[‘cp_url’] You can either set this to http://example.com/system/index.php or http://example.com/admin.php

I am using MSM, and that’s what the problem was. The proper URL was set in config.php, but admin.php’s assign_to_config was incorrect and overriding. Got it working now. Thanks.
