This question may be related to a resolved thread.
Going from 2.2.1 to 2.2.2 to fix another of your bugs and now the update wizard is wanting to create a new site. What should I do?
I’ve followed the ‘updating from a previous version’ steps exactly and I’m sure this didn’t happen before.

Are you positive you replaced your backed up config.php and database.php to system/expressionengine/config? Those should be what trigger update instead of fresh install. Do make sure they’re not 0 bytes.
