I am trying to enable blacklist/whitelist in the admins section, but I can’t because I see this message, Requires License Number in General Configuration ~ where do I find the License number?

CP Home > Admin > System Preferences > General Configuration
This assumes of course that you have a license number, which you should have received when you purchased EE.

I went there and that field is blank. I am using ExpressionEngine Core 1.6.8

Core is a discontinued free version. I don’t believe it promised access to all EE features and this is probably one of them. You’re invited to join the EE2 party.
