Is there any way to remove Channel POST Access for a Member Group in EE 2.2?

I know EE2.1.3 did not have a way to disallow POST access for a member group or member. Does EE 2.2 have any new methods to do this? What I am trying to do is allow a member to edit the “home” page which is a separate channel, but I do not want them to POST (create) a new channel entry as it will not display anywhere.
