We have used Expression Engine many times to create clients web sites but with the Core version no longer available it is hard to get new employees used to the way the system works without having a hands on version that can be run locally. Is there any other way to get a locally running version for training new employees so that we don’t have to learn on a clients licence or is there some other way you can suggest this be done.

If you own even one license you can install locally to do training and testing.  We do allow that without a special license addition.
