Hello, everyone.
I am tasked with building a gallery into which a large membership of non technical folks will upload and comment on images. I hope to use safe cracker to make intuitive upload forms for the image, image author, and a description, and use the native ee post entry commenting system.

Is Matrix a good plug in that can work with safecracker and the comments to help build the gallery? Is there something more appropriate? I have had trouble with Wygwam and safecracker interacting in iframe media uploads.  I want to make certain that I don’t end up with more plug-in interactivity problems. Because of that issue, I need to restrict uploads to images.

Yes the Matrix/SC is quite a good solution. There is a tutorial here on their site for image galleries

The only issue is with Matrix you are adding all images to one entry. If you wanted commenting per image you would need to be adding them one entry at a time
