Is there a developer license at all? What are the options when it comes to developing for clients? Do I have to pay $299.95 every time for every separate client?
If not, do you plan to do something like this?

As per our license agreement, one license is good for a single installation or client, and may not be used to host sites for third-parties. So, in your case, you would need a license and installation for each client.
We make this easier by offering the Volume Discount Program. Each software purchase you make on the same expressionengine.com account is logged so that as you meet milestones as indicated below you will automatically receive the discount. The discount plan is cumulative, allowing you to purchase what you need today and still receive a discount when you meet any of the milestones at a later date. Please note that the volume discount plan only applies to ExpressionEngine.

3+ copies 10% off
10+ copies 15% off
25+ copies 20% off
50+ copies 25% off
100+ copies 30% off
