How can I hide PUBLISH access for a channel but allow MODIFY?

I have a single page channel with one entry (home page) that I only need to have MODIFY access. I have tried HIDDEN CHANNELS and CP MENU MASTER add-ons. They both have bugs and do not work with 2.1.3 all that well. Is there any other way to restrict a member group from have PUBLISH access on a channel? I do not need to rework the entire CP, just need to remove PUBLISH from one channel. Any help is greatly appreciated.

I looked at NDG Flexible Admin and it seems like a bit of overkill for my needs.
