Is it possible to take an existing installation, complete with its templates, DB structure etc. and basically copy it, change things (like the URL, links and graphics) and accomplish having two sites for the price (development-wise) of one?

A good few EE devs install EE, add all the default add-ons they use regularly. Create the default custom fields, channels etc and before adding any actual content, export their database for future use. So definitely possible.

In my case, I am asking something slightly different. I had a client, made a site for his content and launched it. He then decided to walk away and I am left with a functioning information delivery design that need to be repurposed.
This would involve changing the names of existing categories of data entry (forgive me, it has been awhile since I worked with EE and my jargon is worse than rusty), emptying out the content contained in those sections and changing the base URL.

Moving to the CodeShare Corner as more appropriate there.
if it was me then I would move a copy of the site locally and then strip all the content back after double and triple checking you are connected to your local database first 😊
I would then maybe create a more of a bootstrap config.php to make it more customizzabel. Have a look on EE-insider for a few articles on that.
There is also a modue called Deeploy which is helpful when moving sites.
