I am ready to update from version 1.68 to the newest version of Expression Engine and I was wondering what the process is like. Do I have to pay an upgrade fee to get the newest version or is it included in my licenses?
Please let me know so that I can proceed forward with the upgrade?

The upgrade process is straightforward from the EE1.x branch to the EE2.x branch. The docs are here in step format for review
To upgrade from EE1.6.8 to EE1.7 you will have to make sure your download is in date. In your My Purchases area on this site in the right hand column you will see either the words Download or Renew. To renew is $19.95.
The pricing of an EE2.x upgrade is as follows
To upgrade an EE1.x Commercial License is $50.00 + $39.95 Renewal if out of date
To upgrade an EE1.x Personal license is $50.00 + $19.95 Renewal if out of date
The forum upgrade is free but if support is out of date then that will also require a $19.95 Renewal fee
You can see all your personal options by heading to https://secure.expressionengine.com/ and clicking on the Upgrade an existing license to 2.x link while logged in
