I have a template that I set to give access to members only. but, when I am logged out, I can navigate to that page in a browser. What could be wrong?

Where are you re-directing people to when they attempt to hit the template?
Can you tell us which version/build of EE2.x you’re using? See EEWiki:// HowTo Determine My EE Version

I went to look up what template I was redirecting to. The curious thing is it doesn’t actually tell you what the existing settings are for templates, it just lets you change them. (Or am I missing something?) So I reset the settings for this template and all’s well now. Maybe I didn’t have a redirect template set up at all? Would that cause the restriction of access to fail?
