Is there a way to send Private Messages from the Control panel in EE2.0 like there was in 1.x?
I cant seem to find out where to activate it.

The PM feature is reserved for the Forums now as of EE2.x

Oh so i can’t upgrade to 2.x unless I pay an additional $99.95 + $89.95 upgrade cost.

I think you may have picked me up wrong. THe PM feature is not a feature of EE2.x. You cannot send PMs via the control panel anymore like EE1.x
There is a PM feature available in the forums but only in the Forum control panel like in this forum. It does not enable PM functionality in the main EE control panel
