set arabic to be the default language for forum 3.

hello,

i had installed both ee2 and forum 3…

how to set the default language for the forum to be arabic-utf8 instead of Engilsh,....with the ability to switch back to english from the localization settings for each member….

i nead the defualt language for the forum to be Arabic-utf8….for all members

and i were advised to upgrade to ee2 and forum3
