Localized or Fixed, do I care?

I’ve always had problems understanding this.
Whilst we have DST in the UK I don’t really care about the time. It confuses users when they have to decide on Localized or Fixed.
In EE 1.6 I had a plugin that hide the question and now I’m looking to sort it out in EE2.

I’ve just noticed that a whole load of posts on a couple of my sites have just re-appeared in my RSS reader, I’m guessing it’s related to the UK just going back to GMT and the dates must have been updated by EE automatically due to how I have the localized thing set up.

I’m happy for the time stored at the time entry to never change irrespective of DST and I don’t want users to get any choice about it, this applies to the entry_date as well as any custom fields with a fieldtype of date.

Any ideas on how can I achieve this?

According to what I can gather from http://ellislab.com/expressionengine/user-guide/cp/admin/system_admin/localization_settings.html it looks like you would have to update your DST setting manually for that to happen, which I’m guessing you didn’t do.
In which case it may be the reader re-reading existing entries as opposed to the system updating the entries in the feed.
