This is related to an older topic I posted: MSM View Site Link Has Wrong URL.

When I click on the view site link, I’m given a 403 Forbidden Error:

    Forbidden

You don’t have permission to access /index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

    Apache mod_fcgid/2.3.5 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at domain.com Port 80

This is the URL the link is referencing:
    http://domain.com/index.php?URL=http://domain.com/index.php

Also, I get this same error if I create a link in the Quick Links Manager, if the http:// is in there. If I remove the http://, it’s fine. However, my client is freaking out over this.

This looks like an issue with mod_security or a similar mechanism. In short, your server takes exception to the “http://” part in the URL. This needs to be configured on the server in order to work. Ask your host about it.
