Can anyone tell me how I search gallery entry custom fields? Using the native EE search function only seems to search weblog entries.

Not possible within EE - you’ll have to use something like Google Site Search, unfortunately.

Why then does the Photo Gallery > Gallery Preferences > Custom Entry Field Preferences section have a radio button for the option “Field searchable” ???

It may have been put in there for a future functionality, but at present it isn’t supported.
NOTE: EE2.x doesn’t support the gallery, but you could use a weblog/channel to create photo galleries where you can search.
