What version and build of EE are you using? Is this a self-adminstered server? Do you, in fact, have an MTA (like Sendmail) installed and configured properly?

I am not familiar with “webfusion”. Is that a software of some sort? Or your host? Is this a professionally managed server? In that case your host should be able to assist you in using email via PHP.
