    Hi,
I WAS seeing “Database Error: Unable to connect to your database. Your database appears to be turned off or the database connection settings in your config file are not correct. Please contact your hosting provider if the problem persists.”

system/utilities/dbtest.php   gives “A connection was established to your database server. Your database was selected.”

I was moving from one host to another. Things I changed:
    1. I updated the db_hostname to the IP of the new host (can it be an IP or does it have to be a host name not sure?)
    2. Updated db username
    3. Updated db password
    4. Updated db name
    5. updated cp_url

Now, I had entered the IP in #1.  Replacing the IP with

              localhost

    resolved the issue.

So, perhaps if anyone else sees this, try using localhost IF your DB is running on the same machine.  (Once I switch DNS to the new server, then I may try replacing it with the hostname.)
