Edit the URL button in the Publish form

Is there a way to edit the URL button in the form for blog entries? It prompts for a Title, and then a Title Attribute, and I’m not sure why it feels the need to when neither seem necessary.

I’d also like the option to replace it with “target” or “alt”.

I’m using ExpressionEngine 1.6.8
