Michael, what did your host say about all this? It won’t *hurt* to reinstall, but do you have other EE sites on this particular host?

Thanks for getting back to me Sue.
My other installations of EE are associated with other Japanese hosting companies.
I thought for sure that running EE on this particular host would be smooth going.
Trouble shooting this problem in Japanese with my hosting company is definitely more challenging than a quick re-install, so I’ll go with the latter and see how we go.
I’ll keep you posted, especially for the sake of others who run into the same problem.

is there a particular reason you can’t switch over to one of the other Japanese hosts that you have working OK in EE?

This particular EE site is an internal blog/on-line magazine for the company I work for. I’ve thought of building it on a hosted server that I use for my family’s (EE)website but then we get into domain + branding issues.
I’ve tried a re-install and a fresh DB but with the same results. Working with English content causes no problems, just the Japanese characters. Strange.

When you installed the fresh database, do you remember what you had its collation set to?

John, I checked myPHPadmin
MySQL connection collation: utf8_general_ci
However when I enter the database files, all of the EE files are set as collation : ujis_japanese_ci

Can you contact your hosting support and ask them to convert your new database tables to utf8?
