the video / audio chatting would require something along the lines of flash. the onlything you can really do with CI in this case is a text based chat system…

No its not free and will take a considerable amount of work to do. Your best bet would be to try to integrate sites like tinychat.com, ustream.com, etc into your own site. im not a flash expert but i know that a video chat isnt easy to do.
