Will I be able to run Multiple Site Manager off of a shared server. I intend to have 4 sites all with different domains but they will share resources ideally.

Yes, the MSM can run on a shared hosting plan; all Sites must be on the same server.

Actually, it depends on the server set up. All the sites must be on the same ‘level’ of the same server for EE to run multiple sites on a single install. For example, the host Site5 allows for many sites to be set up on the same account, but each site is an individual setup, where EE’s multi-site set up won’t work. PairLite, on the other hand, provides multiple sites on the same server level, one account, and works perfectly.

What exactly are you referring to by “admin”? Administrator, as in the user role? Administrative interface, aka Control panel? Something else?

If the hosting provider installs the multiple site manager, and wants each hosting customer (with their own domain name) to be able to manage their site only… that type of “admin user”

I am afraid that’s not how the MSM is intended to be used and would, in all probability, be a violation of the license. The license holder must be the owner of all sites on a single installation. They cannot use it to host unrelated sites for third parties.

I wasn’t sure by the description if MsM was more of a fit for the “hosting provider,” a “design firm,” or a client with many domains.

Yes, it’s basically a way to run multiple, related sites (they are, after all, sharing a user base, entry ids, things like that) without the end user necessarily being the wiser. A prime example would be expressionengine.com and codeigniter.com and their forums.
