I’m working on a site where we are manually creating accounts for pre-approved individuals, as opposed to allowing generic sign-ups. Is there a way to restrict these members from editing their profile information in addition to hiding access to their member control panel?

Have you looked at User? It give you a fair bit more control over the UI aspects for users.
Also wouldn’t it be possible to just pull their member information into a regular template? Technically they could still edit the profile, but if you never provide them a link to it, it’s unlikely to much of a problem.
