I have a group called Admin and would like to give them permission to change Member Group Assignments is this possible?

As long as the member group isn’t locked, and that member group has the right permission, they can change a person’s group.
You can change Member Group Security Lock at the following path
CP Home › Admin › Members and Groups › Member Groups › Edit Member Group › admin
When a group is locked, only a Super Admin can assign a member to that group. If you allow other users to administrate member accounts, it is highly recommended that you ONLY unlock groups you want them to be able to assign other users to.
