Can I change servers and domains with one license?

I hope that this is a simple licensing question:

A nonprofit I work with is considering building a separate community site (for cancer patients).

I would like to purchase a one personal EE license to build a prototype on my server for them. If their initial group of patients finds it useful, they are probably going to want to 1) get a separate domain, 2) add lots of content + features, and 3) move to a more powerful server/host.

My question is: Can I move my site to the upgraded server within the rights of one license, or must I buy a second? There would never be two sites operating simultaneously.

Put another way, is it one license per site, or one license per install?

    Thanks in advance.

PS: My understanding is that a site whose sole purpose is patient education and owned by a university hospital would fall within the “Personal License” category. Kindly confirm or correct.

Yes, you can move it as long as there is only one public installation using that license.  We do allow a non-public copy for staging/development purposes. =)

The personal license sounds fine in this instance.
