When uploading an image with a single quotation mark in the file name, the file upload will present a 403 Forbidden error. While it is not in good practice to include these characters in a filename, it would be a better user experience to display a descriptive error to inform the user of their mistake.
ExpressionEngine implements Markdown Extra and BBCode. Please see the Markdown Extra docs and the BBCode Wikipedia article for a full reference.
