It is written “Take that folder and upload it to your server under the system/language/ folder. Each language that you wish to offer should be in its own sub-folder under system/language/.†at http://expressionengine.com/public_beta/docs/general/languages.html
It is in fact the system/expressionengine/language/ older that is correct (cf http://ellislab.com/forums/viewthread/136889/#674784)
