There’s no reason why not, EE already has the basics like entries, categories, search, accounts and entry posting. A few choice existing addons would probably make things easier to set up.

Solspace User module for user registration, login and account pages
Safecracker for managing user add/edit forms - http://devot-ee.com/add-ons/safecracker/
Imgsizer for controlling user image upload sizes
Mapper for displaying Google maps - http://devot-ee.com/add-ons/mapper/
..are the four I’d reach for first, most other functionality would probably come from built in EE stuff.

For displaying Google maps, I’ve great success with GeoFinder.
